Castle Street Parking – Terms & Conditions & Privacy Notice
Effective Date: 1 March 2026
This document governs the use of:
The Castle Street Car Park, Castle Street, Stafford, ST16 2ED (“the Site”), and
The website www.castlestreetparking.co.uk
By entering the Site or using the website, you agree to these Terms.
1. Definitions
Operator
Central Staffordshire Conservative Federation, Castle Street, Stafford, ST16 2ED.
Driver
The individual who parks or is in control of a vehicle on the Site.
Permit
A digital authorisation purchased via our official payment system for a specified Vehicle Registration Number (VRN) and time period.
Parking Charge
A contractual charge of £100 payable for breach of these Terms.
2. Agreement to Terms
The Site is private land.
Parking is permitted only under the contractual terms set out here.
By parking on the Site, the Driver agrees to comply with these Terms.
Parking is a contractual licence granted by the Operator. It is not a statutory or proprietary right.
3. Permit Requirements
Parking is strictly limited to vehicles with a valid digital Permit.
A Permit is valid only:
- For the specific Vehicle Registration Number (VRN) entered at purchase
- For the duration purchased
- When payment has been successfully completed
Failure to enter the correct VRN is the responsibility of the Driver.
4. Permit Types
Unless otherwise stated at the point of purchase:
Daily Permit
Valid for 24 hours from the time of purchase.
Weekly Permit
Valid for 7 consecutive days from activation.
Monthly Permit
Valid for 1 calendar month (or 30 consecutive days if specified at purchase).
Monthly permits allow parking at any time during the validity period, including overnight.
All permits are non-transferable.
5. Breach of Terms & Parking Charge
A Parking Charge of £100 becomes payable if:
- No valid Permit exists for the vehicle
- The vehicle is parked outside the validity period
- The VRN entered does not match the vehicle parked
- The vehicle is parked obstructively or outside marked bays
The Parking Charge represents a contractual sum agreed by the Driver for unauthorised use of private land and covers the administrative costs of enforcement.
6. Discounted Payment Period
If the Parking Charge is paid within 14 days of issue, the amount is reduced to £60.
After 14 days, the full £100 becomes payable.
7. Liability
The Parking Charge is the responsibility of the Driver at the time of the parking event.
The Operator may contact the registered keeper solely to request identification of the Driver.
The registered keeper is not liable unless proven, on the balance of probabilities, to have been the Driver.
8. Failure to Pay
If unpaid, the Operator may:
- Seek recovery from the identified Driver
- Engage a debt recovery agent
- Initiate proceedings in the County Court (Small Claims Track)
Reasonable recovery costs and court fees may be added where legally permissible.
9. Vehicle Removal
Vehicles parked dangerously, obstructively, or apparently abandoned may be reported to the relevant authorities.
In cases of serious obstruction or safety risk, removal may be arranged in accordance with applicable law.
10. Limitation of Liability
Vehicles and their contents are parked at the Driver’s risk.
The Operator is not liable for theft, damage, or loss unless caused by the Operator’s negligence.
Nothing in these Terms excludes or limits liability for:
- Death or personal injury caused by negligence
- Fraud or fraudulent misrepresentation
- Any liability that cannot lawfully be excluded

11.2 Data We Collect
We collect only data necessary for operation of the Site:
Vehicle Data
- Vehicle Registration Number (VRN)
- Make/model/colour (where recorded)
Payment Data
- Name
- Email address
- Transaction reference
Payment card details are processed securely by Stripe and are not stored by us.
Technical Data
- IP address
- Browser type
- Access times
CCTV Imagery (where in use)
- Images of vehicles and individuals for security and enforcement purposes
11.3 Lawful Basis for Processing (UK GDPR)
We process personal data under:
- Contractual Necessity – to provide parking services
- Legitimate Interests – to manage and enforce parking rules
- Legal Obligation – where required by law
11.4 Data Sharing
We may share data with:
- Service providers
- Debt recovery agents or legal representatives
- Law enforcement where legally required
We do not sell personal data.
11.5 Data Retention
Permit transactions: 6 years (accounting and tax compliance)
Parking Charge data: 6 years from incident date or conclusion of enforcement
CCTV: Maximum 30 days unless required for investigation
11.6 Your Rights
Under UK GDPR, you have the right to:
- Access your data
- Correct inaccurate data
- Request erasure (subject to legal retention rights)
- Restrict processing
- Object to processing based on legitimate interests

The website is provided “as is”.
We do not guarantee uninterrupted availability.
13. Governing Law
These Terms are governed by the laws of England and Wales.
Disputes fall under the exclusive jurisdiction of the courts of England and Wales.
